Community Development Block Grant-Mitigation (CDBG-MIT)
On August 30, 2019, the U.S. Department of Housing and Urban Development (HUD) published the Community Development Block Grant Mitigation (CDBG-MIT) Federal Register Notice 84 FR 45838. The State of West Virginia has been allocated $106,494,000.
The CDBG-MIT funding will provide an opportunity to fortify resiliency measures to decrease the impact of future flooding events and other natural hazards in the following counties: Clay, Greenbrier, Kanawha, Nicholas, Fayette, Jackson, Lincoln, Monroe, Pocahontas, Roane, Summers, and Webster with a requirement of $53,247,000 to be spent in the Most Impacted and Distressed Counties to include Kanawha, Greenbrier, Nicholas and Clay.
The West Virginia Development Office (WVDO) will use Community Development Block Grant Mitigation (CDBG-MIT) grant funds for mitigation activities that will increase resilience to disasters and reduce or eliminate the long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardship, by lessening the impact of future disasters.
HUD definition of Mitigation
Defined as those activities that increase resilience and reduce or eliminate the long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardship, by lessening the impact of future disasters.

- June 23 and June 25, 2020 – Public Hearings on Action Plan Development
- July 2020 – Stakeholder Engagement
- August 24, 2020 – Proposed Action Plan Published for Public Comment
- August 24 – October 8, 2020 – Public Comment Period for Proposed Action Plan
- Early September 2020 – Public Hearings on Proposed Action Plan
- November 1, 2020 – Deadline for Action Plan submission to HUD
