Weatherization Assistance Program
What is Weatherization?
The West Virginia Weatherization Assistance Program (WAP) is a federally funded program that helps to increase the energy efficiency of dwellings owned or occupied by low-income persons or to provide such persons renewable energy systems or technologies, reduce their total residential expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high energy burden. How to Apply
The State of West Virginia does not provide direct assistance to households. The State awards program funds to local non-profit Community Action Agencies that provide Weatherization services in all 55 counties of West Virginia. Eligibility Requirements
Any West Virginia resident who meets client eligibility requirements and whose dwelling meets building eligibility requirements should be eligible to receive weatherization services. The program maintains a waitlist of applicants that have completed an application and met the eligibility requirements. Per DOE requirements, households on the waitlist are prioritized by assigning points for households with high energy burden and/or high energy use; points will also be assigned for households where at least one individual with the following characteristics reside; elderly (those 60 years of age or older), disabled, and/or children (18 years of age or younger). Other factors may be used in determining prioritization in accordance with the approved WV WAP State Plan.
Every dwelling weatherized in the State of West Virginia must meet both the client eligibility and the building eligibility requirements as detailed below:
Must live in West Virginia and income must be less than or equal to 200% of the Federal Poverty Guidelines. Federal Poverty Guidelines are updated annually by the U.S. Department of Health and Human Services. The following guidelines are in effect starting January 17, 2024. Always check the official poverty guidelines linked above to ensure the most accurate information. For determining eligibility, income means cash receipts earned and/or received by the applicant household before taxes during applicable tax year(s). Some types of income are excluded including, but not limited to; child support, tax refunds, college scholarships, etc.
